Labor Relations Manager

This position is eligible to work a hybrid telework schedule. The physical reporting location for this position is close to historic Folsom, eateries, shopping, walking trails, and offers free parking! This position is not located inside a prison.

Under the general direction of the Chief, Human Resources, the Labor Relations Manager (LRM) functions as the unit's Labor Relations Officer (LRO)responsible for organizing, planning, and directing all areas of the Labor Relations (LR) Unit. The incumbent functions as a consultant on the most difficult and sensitive LR issues and is expected to consistently exercise a high degree of sound judgment, initiative, independence, and confidentiality while performing a demanding and priority-changing workload. Responsible for delivering sound guidance and advice to all levels of the managerial team, along with staff development in the fields of dispute resolution, research, negotiations, and presentation tactics.

  • Experience in administering labor contracts
  • Experience with investigating and responding to grievances
  • Experience in providing assistance to task force studies, analyzing legislation, case law, and administrative regulations in the field of labor relations
  • Experience in the collective bargaining process
  • Experience working with CASE, SEIU, and IUOE representatives
  • Experience with the Board of Adjustment (BOA) process
  • Experience in developing training materials and presenting information to supervisors and management
  • Experience with Post & Bid processes
  • Experience addressing labor concerns in a correctional environment
  • Experience leading or supervising employees
  • Ability to work independently and within a team environment
  • Ability to prioritized and ensure deadlines are met
  • Ability to demonstrate good judgement and confidentiality
  • Ability to communicate confidently and effectively through written and oral communication
