The Human Resources Division (HRD) partners with the California Department of Public Health’s (CDPH’s) programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the Department to carry out its mission to deliver quality public health services. The mission of HRD is to support CDPH in attracting, hiring, and retaining quality employees.

Job Description and Duties
Under the general direction from the Staff Services Manager II (SSM II), Chief, Payroll, Benefit and Disability Management Section, the Staff Services Manager I (SSM I) is responsible for overseeing the activities of the Payroll and Benefit Services unit. The incumbent supervises and evaluates subordinate staff who provide the full range of personnel, payroll, disability, payroll, and benefit services to their assigned Program/Unit employees.
The incumbent will observe assignments; communicate and coordinate training; assist in the development of work plans and monitor deadlines; and direct the workload of the Senior Personnel Specialists, Personnel Supervisor I's and Personnel Supervisor II. Assist staff with the day-to-day functions in a variety of payroll and benefit services including State Disability Insurance (SDI) and Non Industrial Disability Insurance (NDI). Incumbent will speak publicly at bi-monthly Attendance Coordinator and Personnel Liaison Meetings.

To be successfully in the role of the Payroll and Benefits Unit Chief, Staff Services Manager I, the candidate will possess extensive technical knowledge of the State payroll and benefit process. Strong interpersonal skills, analytical, oral and written communication skills; ability to listen, observe and draw accurate conclusions; flexibility and willingness to learn from staff and management at all levels. Ability to delegate and track workload deliverables clearly and give and accept constructive feedback when appropriate. Leadership skills are a plus, as is the ability to recognize, accept and encourage opportunities for collaboration and problem solving amongst all disciplines within the Human Resources Branch.
