In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The Associate Management Auditor (AMA) supports the department’s mission and strategic plan by evaluating local health agencies’ use of federal and state grants designed to prevent Human Immunodeficiency Virus (HIV) infection and provide direct medical and support services to low-income people living with HIV who are uninsured or underinsured.
As a valued member of CDPH’s Office of Compliance, under the direction of a Staff Management Auditor, the AMA conducts complex desk and field audits at the full journey-level, requiring independence and proficiency in the application of accounting principles and government auditing standards. Applying federal and state regulations and contract rules, the AMA evaluates local health departments' and non-governmental health agencies’ compliance with grant requirements. The AMA may work with a team and/or lead lower-level staff on more difficult and complex audit assignments. As an advisor, the AMA also participates in annual audit planning and offers insights on risks, fraud, effective practices, and efficiency recommendations.
Occasional statewide travel, up to 15%, including overnight stays, may be required to attend conferences and conduct audit fieldwork at local health departments and/or non-governmental health agencies. Overnight business may require transporting bags up to 25 pounds of equipment such as computers, working papers, etc.
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
