This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by being responsible for performing a variety of analytical assignments and special projects related to the administration and supportive services for the Program Support Division (PSD).
The Associate Governmental Program Analyst (AGPA) works under the direction of the Staff Services Manager (SSM) I of the Policy, Training and Administrative Support Services Unit (PTAS). The incumbent serves as the Contract and Purchasing System (CAPS) analyst. The AGPA independently engages with the Information Technology Services Division, and PSD management to recommend CAPS enhancements and updates to CAPS.
The Staff Services Analyst classification is distinguished from the AGPA classification by the scope of responsibility, complexity of work performed, independence of action, decision-making, and level of supervision received. This classification consists of three alternate ranges and as the SSA advances within the classification ranges, their responsibilities are expected to show broader knowledge of the work environment, and organizational and/or departmental requirements while the scope of work increases.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

- Ability to consult with and advise administrators or other stakeholders on a wide range of subject-matter areas.
- Demonstrated capacity to gain and maintain the confidence and cooperation of colleagues and partners.
- Experience coordinating the work of others and serving as a team or conference leader.
- Comfortable appearing before legislative and other committees to represent departmental interests.
- Knowledge of State contracts and procurement processes, including the Contracts and Purchasing System (CAPS).
- Familiarity with principles, practices, and trends in public and business administration and management.
- Awareness of government functions and organizational structures.
- Skilled in methods and techniques of effective conference leadership.
