To accomplish its mission, the Maternal, Child and Adolescent Health Division (MCAH) maintains partnerships, contracts, and agreements with state, federal, and local agencies in both public and private sectors. MCAH hosts an array of programs and initiatives to serve the state's diverse populations and regions providing important resources, information and data about reproductive health, family planning, pregnancy, birth outcomes and more. Most programs and initiatives within MCAH are funded by the Title V Block Grant and Maternal, Infant, and Early Childhood Home Visiting program funds, and the State General funds.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by advancing the health and well-being of California’s diverse people and communities. As the Administrative Support Branch Chief, the incumbent serves as part of a team that monitors, improves and implements local and statewide programs and policies which protect and serve women, children, and families in California.

The candidate works under the general direction of the Assistant Division Director of the Maternal Child and Adolescent Health (MCAH) Division. The Staff Services Manager (SSM) III serves as the Administrative Support Branch (ASB) Chief for management oversight of the daily operations of the ASB. The SSM III plans, organizes, directs, and evaluates the ongoing operations of the ASB including administrative and business services, fiscal oversight, and the contract management and allocations process. Provides, guidance, and assistance to support the success of the Assistant Division Director, Division Director, and Center for Family Health. The SSM III has managerial responsibility for developing and implementing program policy, priorities, and long-term strategies. Additionally, the SSM III directly supervises staff in the Administrative Support Branch and provides routine feedback, mentoring, communicates expectations and needs clearly and consistently, and cultivates a culture of continuous improvement. This position may require up to 10% travel.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

  • Demonstrated supervisory skills, with an emphasis on establishing goals and objectives, fostering accountability, and achieving measurable and timely results.
  • Must be proficient in Microsoft Excel, Word, PowerPoint, and Outlook.
  • Excellent written and oral communication skills; strong organizational skills; ability to set priorities, manage multiple projects and meet deadlines.
  • Excellent interpersonal skills: ability to communicate effectively with all levels of staff, use tact and good judgment.
  • Strong analytical skills and experience resolving complex problems or issues.
  • Ability to interpret federal, state, and California Department of Public Health guidelines, administrative manuals, and bargaining contract provisions.
  • Ability to develop and evaluate alternatives, analyze data, report, and present ideas/information effectively.
  • Knowledge of principles, practices, and trends of public finance, and governmental budgeting and accounting; program budgeting techniques; and knowledge of the state budget and legislative processes.  
  • Strong skills and capability to administer, monitor, and report on state and federal funds.
  • Capacity to work with internal and external partners formally and informally (Local Health Jurisdictions, Budget Office, Accounting Office, Program Support Branch, Department of Finance, Human Resources, and Administration).
