The Financial Management Division (FMD), within the CDPH Administration, is responsible for the preparation, analysis and management of the Department’s budget, maintenance of accounting records and financial data, and acts as the liaison with the Department of Finance (DOF), Legislative Analyst’s Office, Legislative Budget staff, and the federal government on budget and fiscal matters affecting the Department.

FMD is located in downtown Sacramento in the East End Complex across from the beautiful State Capitol Park and World Peace Rose Garden.

This position supports CDPH’s mission and strategic plan by assisting the Quality Assurance & Data Integrity (QADI) Unit in driving process improvement, change management, performing data analysis, and implementing reporting solutions.

The incumbent will coordinate, develop, conduct, and monitor various process improvement projects within the Quality Assurance & Data Integrity (QADI) Unit of the Financial Management Division (FMD). The incumbent provides process improvement resource management using lean methodologies; validates and reconciles progress reports; coordinates, consolidates, and validates data provided by the various workgroups and Subject Matter Experts (SMEs). This analyst is responsible for identifying and implementing department financial process improvements, establishing data-driven fiscal best practices, and maintaining data quality standards and procedures.

The incumbent works under the direction of the Process Improvement Project Manager, Research Data Supervisor I, in the Quality Assurance & Data Integrity (QADI) Unit of FMD.

This position is expected to have a hybrid work schedule with “2” days in office per week. Please note that this telework schedule is subject to change in the future as the Financial Management Division’s goal is to return to a hybrid work environment.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong Communication & Collaboration: Excellent English grammar, confident communication, skilled in proofreading/editing, and effective teamwork with diverse stakeholders and SMEs.
  • Project & Process Management: Demonstrated leadership in managing projects or teams, experience with Lean or similar process improvement methodologies, and proficiency in project management software.
  • Analytical & Technical Skills: Experience with data analysis, root cause identification, intermediate Excel (Pivot Tables, formulas, conditional formatting), and working knowledge of SharePoint for document management.
  • Organizational Excellence: Strong organizational and time management abilities, dependable, accurate, and comfortable navigating ambiguity with minimal supervision.
  • Governmental & Financial Expertise: Experience maintaining tracking systems and working with state governmental accounting, budgeting, and financial management.
