Under the general supervision of the Performance Management and Policy Manager, the Associate Personnel Analyst (APA) performs the most complex, technical, and analytical staff services assignments, such as preparing reports, analyzing data, presenting ideas and recommendations on procedures, policies, and programs. The APA is expected to work independently, as part of a team, or as the lead analyst. This position will effectively manage various personnel-related liaison functions, backup budget liaison functions, policy and procedure, process improvement and maintenance functions, and reporting functions such as compiling recurring and ad-hoc reports as appropriate. This position will serve as the primary point of contact for CalRecycle employees working in disaster response and recovery. The incumbent will need to apply knowledge and skills using the State Personnel Manual, State Administrative Manual (SAM), the State Contracting Manual (SCM), state and department policies and procedures, various federal, state, and local codes and regulations, and best industry practices.
